4. Progress becomes storeys - 10% is a poured foundation, 50% is half a frame under tarpaulin, 90% is glazed all the way up with the top two floors still open. Let completeness, not size, carry the difference.
5. Leave one trace of why each one stopped: rusted rebar, tarpaulin folded and tied, grown weeds, a stalled crane, sun-bleached safety netting. A different trace per building.
